The administrative centre of the district is the market town of Penrith. Eden contains a number of other historic market towns including Kirkby Stephen, Appleby-in-Westmorland and one of England's highest market town's - Alston which can be reached by the scenic Hartside Pass.

    This intriguing town with its cobbled streets and fascinating nooks and crannies has been the location for ITV's productions of Jane Eyre and Oliver Twist.

    The ancient market town of Appleby-in-Westmorland has kept its old world charm. For several centuries, Appleby was the county town of Westmorland. With the creation of Cumbria in 1974, the name of the town was changed to preserve the name of the ancient county and as a reminder of the town's heritage.
